I think you're right--Remember what Sirius said! To paraphrase: the world is not divided into good guys and Death Eaters. I do think that Umbridge, Fudge, and probably Gran/Algie all fall into this grey area, where people have their own agendas and motives. Perhaps they are "evil" but that does not mean at all that they are supporters of Voldemort.
