Who sets the passwords?

Though this makes a lot of sense, I always thought that it was the 
Fat Lady (or, in PoA, Sir Cadogan) who made up the passwords. In PoA, 
I'm not sure of the exact spot, but when Sir Cadogan has replaced the 
Fat Lady following the 'slashing incident'.. it says that he changes 
the password several times a day, making it very difficult to 
remember them..
