Also, other wizards were aware of his having the cycle.  Don't you 
think that they would have reported him?  Especially his cousins, who 
were not all that fond of him.  Surely, Bellatrix would have given 
that bit of info away.  

It is therefore, entirely possible that the cycle was a legal 
device.
