Perhaps he's using the werewolf angle to contact the outsiders of the 
WW.  The tired, the hungry, the huddled masses yearning to breathe 
free.  One of Dumbledore's arguments at the end of GoF is that Fudge 
must contact the giants before Voldemort does, because Voldemort will 
be willing to give them freedoms the WW has been denying them for 
centuries. So perhaps Lupin's been contacting other magical species 
the wizards seem to think they're soooo much better than.
