How was James Head Boy without being a Prefect?

Is it possible that Lupin *requested* he not be Head Boy, either 
because of the toll his monthly transformations took on him (or 
simply because they took him away each month), or because he felt 
guilty about his choice to look the other way in the Sirius-prank-on-
Snape situation??  If I'm remembering correctly, Lupin does seem to 
express real regret to Harry over his having stood by & done nothing 
when James & Sirius bullied Snape.  Perhaps he felt true regret or 
remorse over the shrieking shack prank as well, and didn't feel he 
*deserved* to be Head Boy.  [Would DD listen to such a request, 
though?  I'm not sure.]
