Just because Snape is not in the photo is not a sign of being a vampire. 
  He either had not yet left the DEs OR he refused to be in the photo. 
I can't imagine that he would want to be in the photo in the first place 
or anyone forcing him to stand for it.

The reason he saw himself in the foe glass is that the glass shows the 
person's 'foes'.  Snape is his own worst enemy, after all.  But at any 
rate, the mirror was owned by a Death Eater and Snape is a FOE to Death 
Eaters, including Barty...
