I wonder if there's a vaccine kids can take to prevent the onset of
lycanthropy in later life. That would explain Lupin's "in those
days" remark, and if the guy in the hospital hadn't gotten the
vaccine, that would explain why there's no cure for him. I know that
a vaccine isn't a cure per se, but it's close.
