I agree. Also, we have seen that Percy is brave, when he fought the 
Death Eaters at the Quidditch-World Cup. He didn't seem to hesistate 
a second, when the older Weasleys went to help the Roberts family. 
Percy has many faults, but that doesn't mean he is a coward.
