The framing of Sirius right off the bat seems to me that Fudge is
trying to cover up Pettigrew's involvement with LV, and the Potter's
death. It's also a little stringe that Fudge is the one at the Leaky
Cauldron when Harry arrives. I know he is there on the premise of
Harry's safety, but if Sirius had gotten to Harry and told his side
of the story.....
Fudge is still releuctant at the end of OOTP to admit LV is back. He
shows no remorse in being wrong about LV's return. When I started the
Fudge as DE theory, I said Fudge is a DE or a strong LV supporter.
Being a supporter is as bad as being an actual DE IMHO.
