Mrs Figg did not lie, she did see them. Right after the attack when 
she came running up to Harry, and Harry starts to put away his wand, 
she tells him to keep it out as there may be MORE OF THEM. Then when 
dung reappears, Figg tells him there were Dementors in the area.
