I think Fudge is a fool. But JKR is as usual being very ambiguous.

I suspect that JKR's inspiration for Fudge is England's Prime
Minister prior to World 
War II Neville Chamberlain who, after negotiating with Hilter in
1938,  announced 
"Peace in our time".  Of course he was wrong and was replaced by
Churchill for the 
duration of the war
