And, here's another perspective:
Why would they want electricity? Electricity doesn't exist
in a vacuum; it has to be generated by machines, and
transmitted to the consumer. The WW would have to build
power plants, run power lines, etc.
Most likely, they co-opt certain Muggle inventions that do
things better/faster/easier than magic can, but otherwise,
why would they *want* do do things the Muggle way? Note
that they have a bus, but still write with quills on
parchment. IMHO, there's probably an obscure department in
MoM on translating Muggle inventions to the Wizarding
world.
A good comparison of Muggle-WW relations is the Amish (a
religious sect in the US), who still get around by horse &
buggy, and tend their farms with animal-drawn equiptment.
The Amish co-opt some "modern" tech, but they go through a
rather rigourous decision-making process.
