Would she not have also received her letter from Hogwarts?  Or, maybe 
that is one of the things her obvious jealousy of Lily stems from.  
Lily was accepted at Hogwarts and Petunia was not invited to the 
party.  No one else from her family is left, so Vernon may have never 
known this.
