It's always been my theory that while it is generally accepted that
Hagrid had no part in any of the monster from the Chamber of Secrets
problems that occurred, there has never been a formal hearing to
officially reverse his expulsion or his conviction by the Ministry.
Even before the book CoS, Hagrid was allowed to use magic around
school, although unofficially and within reasonable limited. Now he is
able to use magic without the need to hide, he still has to be
somewhat consevative.
I think before he can get a new wand, there will have to be some
official reversal of his original conviction. I believe this will
happen, in the next book. They need every man on deck at full capacity
if they hope to defeat Voldemort.
I also hope that Harry will make some efforts to officially clear
Sirius's name, even if it is nothing more than another Rita Skeeter
article.
