It should also be noted that it is Petunia, not "Vernon" or "Mr. and
Mrs. Dursley", who receives the howler.  It is no accident that it is
specifically addressed to her. And, it's also no accident that the
note's meaning is hidden.  Dumbledore doesn't directly come out and
say, "Listen, Petunia, such and such was our deal and Harry has to
stay with you or else such and such will happen..."  His note is
cryptic; Petunia is the only one intended to understand its meaning.
And she seems to understand it thoroughly. So, not only is Petunia
calling the shots, but it is apparent that she hasn't even taken the
time to explain to her husband what the heck is going on.
