Since JKR has such a fascination for names, and a vivid imagination
for coming up with them in her novels, is there any significance to
the fact that there are two characters named "Frank": Frank Bryce,
the Riddle's gardener, and Frank Longbottom, Neville's father? Or
is this just a coincidence, using a very common first name more than
once?

I would guess it's a coincidence. The bartender/landlord of the
Leaky Cauldron shares a first name with Tom Riddle.
