Hmmm, I'd not wondered how that worked before. Of course it may also 
be that `the school' (if we are to treat it as a thinking entity) 
had decided that Umbridge was not a real member of staff. Perhaps 
that's why she couldn't take over Dumbledore's office, not because 
of a charm he cast, but simply because the school would not let her 
in!
