Just as well to ask and answer it on-line, in case other people have
the  same question.

'He's sleeping with the fishes' means 'he's dead'. It *specifically*
refers to someone being murdered and the body being thrown into the
nearby large body of water and the phrase was popularized by old
gangster movies.
