instead require repentance? Now, as a result of repentance you
might decide to atone, or to do penance, but it's the repentance
that matters, right? If you apologize to somebody without actually
meaning it, you're not redeemed, are you?
Also, if you kill or torture somebody, it's true you can't really
atone to the victim, but perhaps you can atone to the universe at
large, so to speak, by saving other people or doing some other form
of major good. Karmic atonement rather than personal atonement.
As for Draco's redemption subplot, the only thing that might make it
interesting would be the potential conflict between him and Lucius.
But HRH would have to be directly involved in it somehow, otherwise
it would all play out off-stage somewhere, which would be very dull
indeed.
