There are many nature sodas that are fermented, or at least there used
to be when they made them the old fashioned way. Before CO2 injection,
the only carbonation any drinks had can from the yeast and the
fermentation. Ginger Ale/Beer used to be commonly fermented.
So, any beverage that is fremented is going to contain some alcohol.
In Britian you are allowed to have 0.5% in a beverage, and you can
still consider it a soft drink and sell it with out restriction. I
know this not because I'm in England, but because I've been
researching Ginger Ale. Hey, we all need a hobby.
I also, although without foundation, think the the sugar overload
affect the elves. JKR describe Butterbeer as 'sickly' sweet. So
between 0.5% alcohol and a major sugar buzz, I think the elves could
become intoxicated.
