There isn't a tuition at Hogwarts despite of it being a boarding 
school... Vernon's comment is because Dudley's education at Smeltings 
or Smelly Things or what ever - has such. Weasleys have indeed have 
lots of things to buy - the secondhand robes/clothes (being wizards, 
they'd wear robes anyway) - the floo powder, (food?) - furniture, 
(how much did that clock cost?) - toys, allowance, pets, wands, 
cauldrons, books...

Also, to add that whereas Malfoy's heritance has gone to one, and 
each generation probably added something to it - Weasley heritance 
has been split to at least seven, thus making each of them to build a 
fortune of their own from scratch. However, all Weasleys together 
(the Vault in Gringotts belonging to Arthur & Molly,(Percy?) Billy 
has one in Egypt, Charlie in Romania), then there's all the other 
relatives - (each adult with their own Vault) - and since there is 
lots of them, the total sum might actually be MORE than that of 
Malfoys... And I'm quite sure that the twins will have a vault for 
the business (shared with Dean Thomas, perhaps)...
