Snape believes that they did plan it together, but that James changed 
his mind at the last moment...

I myself think that the incident wasn't planned against Snape at all. 
What I think happened was that Snape overheard two persons (Sirius & 
James) discuss how to get past the Whomping Willow. This happened 
when Sirius was 16 - late 5th year I suppose, only just learned 
animagi, planning to surprise Lupin... (supposedly Sirius had just 
seen Lupin go under James' invisibility cloak or something...)

This would mean: No one needed to tell James anything.
