It's just a theory. 

Some of us think that the temptation for Peter, being in a house full of
wands and having the ability to change back and forth at will, would've
been too much to overcome, and he may've changed back into his wizard
self and done one or more of the following:
1. Brainwashed Ron and/or Percy
2. Been Ron's imaginary friend and taught him about how wonderful
Voldemort was and how he had to (a) befriend Harry Potter one day, and
(b) hide his interest in the Dark arts from everyone
3. Told the twins how to use the map and obliviated from them the
knowledge of how they learned it, so they thought it was just something
that they came up with themselves.

Peter's voice in the Shack isn't unused, like Sirius', which gives a
glimmer of canon support for the theory that he wasn't actually *in* rat
form for every minute of every day of every one of those years.

Plus, if he was up all night engaging in subtle psychological
manipulation of the Weasleys, he would need to sleep a lot during the
day, wouldn't he? And he was on Ron's pillow, which was the perfect
place to whisper nefarious nothings into his ear.

Heidi, noting that if Ron is evil because of Peter, it's *not* a
character flaw. It's a nod to The Manchurean Candidate.
