SNIP I think it was decided that the mirror is making up these people. The Mirror of Erised says: "I show not your face but your hearts desire." Harry wants a family, he desires a family. He knows what his parents look like, and then everyone else is just made up so show him the family he wishes for.

ME: Actually, Harry had no idea what his parents looked like before the Mirror (unless we can say that he subconciously remembered their faces from very early childhood - unlikely). There are no photos of the Potters in the Dursleys's home. Harry only sees a photo at the end of POS (Hagrid's photo album). So I believe that Harry saw accurate appearances of his parents (he recognizes them in the photo album, and when they emerge from LV's wand). This leads me to believe that the other people he saw in the mirror were just as accurate. Why should we doubt that the mirror can show muggles? The people are not ACTUALLY there. It can show anything.

Ok, this is how I'm saying he "knows" what his parents look like. Ya know how you'll have a dream and see something you KNOW you've seen before but don't necessarily remember where you've seen it? Just because you can't recall how something looks doesn't mean that the information isn't stored *somewhere* in your brain, possibly your unconscious brain. The mirror must read your mind to know your deepest desire and it's my belief that the mirror pulled his parents images from somewhere in his mind. If he had seen some of those other people in the first year of his life, then they could be accurate too...but other than that I still think it's all made up by the mirror.
