How can they tell who's a Muggle?

wizards and witches usually never wear muggle clothing.  We see this 
from the World Cup in the beginning of GOF, nobody even knows how or 
what to wear, except the smart ones like Crouch.  Wizards always wear 
their robes.  Plus I think a DE could sense who the muggles are just 
from looking at them, especially at the world cup where almost 
everyone was witches and wizards.  Hoep this makes sense,
