Well - the DEs were flying too high to hear them... and all wizards
were in Muggle clothes. So it's possibly a magical skill Harry hasn't
learned yet... After all, a magical kid's name gets written into
Hogwarts book at birth. Perhaps doing magic (with or without a wand)
leaves a track on you - a track that Muggles lack. A personal track
that Owls can use to find a wizards/witches where ever they are.
I think that the Masons are magical, and that it was truly one of
them doing the Hoovering Charm, thus scaring Dobby away. Dursleys
don't know, the letter was sent to 'the wizard who did magic at
Privet Drive 4' - logic told the writer it was Harry, but magic told
the owl it was Mason (I don't know which, but the owl did)...
And of the Mason couple might be members of the secret part of
Ministry of Magic (no one knows what they do) - or just a couple who
chose to live as Muggles, because Mrs Mason has an owl-phobia or owl-
allergy or what ever...
