We don't know that the person Hagrid met at the Potters was 
actually Sirius Black. Sirius himself never 
mentions meeting Hagrid or having the motorcycle with him. 

 It seems to have been part of the plan all along to frame Sirius 
for the murders. Fudge says that Black was ready to reveal 
himself, so there must have been other evidence pointing to him 
(even if Fudge is evil and the evidence was false, it's still 
evidence of  a plan to frame Black.) 

It's possible, as I've mentioned before, that the person at the 
Potters was polyjuiced Pettigrew. I find it suspicious that Sirius, 
who obeys Dumbledore without question even when he's 
ordered to offer his hand to an enemy, would argue with 
Dumbledore's orders where Harry is concerned. In fact, 
Fake!Moody's disobedience to such an order is what blows his 
disguise.
