Uhhh... good point. I'd forgotten that Arthur said that (I haven't 
read the books enough times yet to memorize them :-) So Rita isn't in 
the Ministry's pocket. Instead she's a freelance troublemaker. I 
agree, we can expect to see a lot more trouble from Rita in the 
future, though perhaps not until book 6.
