I suppose it's possible that some of the Weasley cousins were killed during 
Voldemort's reign, but the way I rationalize it, is that Arthur is probably 
one of the younger siblings or the youngest in his family.  The first book 
doesn't take place until Ron, the second youngest Weasley, is a First Year.  
If their aunts and uncles are older, their cousins could have been in school 
with Bill and Charlie or even before that.  Look at how many years span 
between Bill and Ginny.  Over 10, right?  If there is that many years between 
Arthur and his older siblings, there could be cousins that are in their early 
30s.  They might have went to Hogwarts with Harry's dad and the Marauders!
