The Evans may not have known Arabella Figg was a
witch. Some witches and wizards (Aberforth Dumbledore
rumored to be one of them) live like Muggles. She may
be one of them. If that is the case, it is quite
possible the Evans never knew she was a witch.
Another possibility is that they didn't know
she was a witch, but Petunia found out when they got
Harry. There was a letter, and we don't know the
contents of that letter. Dumbledore may have
explained to them the importance of Harry's being with
family or a witch or wizard at all times. I firmly
believe it is very important that he stay with the
Dursleys during the summer because charms were put on
the house, and the whole family thing. And if
Arabella Figg is part of the "old crowd," she is
obviously very powerful, so Harry would be safe with
her. And Harry was allowed to go to the Weasley's
because Arthur is and Molly probably is a very
powerful wizard/witch.
Another theory of mine is that the Evans knew
Arabella Figg was a witch all along. Think about it.
If you found out one day that witches do exist, your
daughter is one of them, and you have to pay to send
her somewhere you've never heard of and be taken care
of by people you never knew existed before, wouldn't
you be scared, instead of pleased? The fact that the
Evans were pleased to find out Lily was a witch may be
evidence that they already had some knowledge of the
wizarding world and its reputation i.e. Arabella Figg.
Any other theories?
