I have always toyed with the idea the Evans were wizards. But if this is so why wasn't Petunia worried Dudley would be a wizard? If Lily inherited her magic ability from a distant relative (or a squib parent), there's nothing preventing Dudley from inheriting it. Same if Vernon is a squib. However, they don't seem concerned. If Lily was just a fluke in the family it supports Petunia's statement that Lily was a "freak".  I do think the next book will come up with a twist on the Dursleys, and I can't wait. 

I don't think they know Mrs. Figg is a witch. I doubt they were concerned with Harry's safety when they weren't around him. IMO, the only reason they kept Harry at all was a belief that *he* was protecting them. Possibly Dumbledore let them think this. If Harry had to be with witches for protection outside the home, (which goes with the "They knew Arabella was a witch" theory) what protected him at school? 

Also, I think Mrs. Figg "charmed" them into letting her watch Harry the old fashioned Muggle way - She just offered and was convenient and free! =)
