You're looking in the wrong place, Kathryn. You should be looking at the 
next chapter (the last in the book), "Dobby's Reward", and it's a 
Dumbledore quote, not a Riddle quote. I don't have the US edition so page 
numbers are useless, but it's just over four pages into the chapter in the 
UK edition,  and the whole quote runs:

"You can speak Parseltongue, Harry," said Dumbledore calmly, "because Lord 
Voldemort - who is the last remaining ancestor of Salazar Slytherin - can 
speak Parseltongue."

(BTW for the record, according to the copyright page, I have a 34th edition 
UK paperback, and that has the error as well.)
