Given that as JOdel has pointed out, there is a huge security risk in 
the WW contacting Muggle parents of magical children (what's to stop 
just one freaked-out parent from blowing the whistle completely? A 
Memory Charm?), just how do we suppose most such parents reacted?

I mean, if you got a letter saying "The Wizarding World wants your 
kid, send him/her off to Track 9 and 3/4", what the heck would *you* 
do? Before I'd let a child of mine go blithely off to some unknown 
school up in Scotland to be trained by a bunch of witches and 
wizards, I kind of think I'd want some pretty serious assurances.

Especially if I didn't know anything about the WW at all.
