I see someone already pointed this out but JKR has said that he 
is not a wizard. Here's the quote from the Yahoo chat:

"Yahooligan_auror5 asks: In Prisoner of Azkaban, a character by 
the name of Colonel Fubster was mentioned. Is he a wizard? 

jkrowling_bn: No, he's a Muggle neighbour of Aunt Marge's (poor 
man)"

Her choice of words and the addition of "poor man" at the end 
strongly suggests that he is not Marge's boyfriend; he's just a 
neighbor.
