Or Sirius heard him say the spell and knew to cast it, he must have had
a wand behind his back pointed at the street. Doesn't take a genius to
figure it out since the street didn't blow itself apart, after all.
Sirius is smart enough to put two and two together, weither he saw the
wand or not.  Though he could have gotten a glimpse of it when Peter
waved it to cast the spell. And there's nothing to indicate you have to
have your wand in front of you to cast a spell.  

I would guess he used a spell similar to the one Arthur used to get out
of the Dursley's boarded up fireplace, except in this case, it collapsed
the street into the sewers below, rather then just blow a nice escape
hole.
