You know, I always figured that Harry would be made a prefect/HB by
Dumbledore because it would allow Harry more freedom;  he could be out later
without worrying about retribution from Snape or Filch.  With this added bit
of freedom, Harry would be more able to carry out his duties as Dumbledore's
"champion" (or whatever... he breaks the rules, but a lot of times it's for
a good reason).

That's just a guess, of course.
