<< The Ministry of Magic doesn't find out which children are magic. In
Hogwarts there's a magical quill which detects the birth of a magical
child, and writes his or her name down in a large parchment book. Every
year Professor McGonagall checks the book, and sends owls to the people
who are turning 11.>> JKR,

Also, in thinking about this, Jeana, when Harry didn't get his letter
and didn't reply, Hogwarts started sending a flurry of letters - more
each day. I think it's likely that they don't just roll over if someone
doesn't reply, either with a positive or negative, when a letter's been
sent - they likely know when the kid hasn't gotten the letter, and they
probably do something about it, just like they did with Harry.
