Well, that's true. It is a possibilty. But since those are the *first
words* of the book, and that scene is the first thing we see, I'm
betting it's Harry. It would be weird to start the book out with
Dudley.
Also, Pippin proposed the monumentally disturbing possibility:

Oh, dear. In which case, the sixth book had better take less time
than did the fifth. Or someone will wind up massacreing JKR, out of
pure suspense. ; )
