They count as *using* magic, which is the way you put your question, but not as *doing* magic, since he isn't casting a spell or even making a potion. It's just a magical object like the Weasleys' car.

But why would Harry want to hide from the Dursleys? No, that's not what I meant - what's the sense in doing it? Harry has to eat, after all, and walk around, etc. They'd notice.
