I completely agree with you Pickle Jimmy, it would not make sense to reveal too much in this book when there are two more to come. It would be an intense cliffhanger if JKR ended the book in this fashion, which would also guarantee much gnashing of teeth and nail biting for fans who have waited so long for book 5 and would now have to wait yet again for book 6. UGH! the misery! Book 5 is still months away from being available and I'm already concerned with how long it will take for book 6 to be released lol!
If the boy in the flowerbed is indeed Vernon Dursley chances are that the house on Privet dr. belonged to Harry's maternal grandparents at one time and he is in fact the owner of the house in which the Dursleys live, or part owner through inheritance, this could be why they were forced to take him in (?) Just a thought. Either that, or the boy is James Potter.
