arrested).  As he says in "Veritaserum," he hadn't been permitted one 
in years.  We can assume the same for other convicts.

Harry loses his, of course, but since it turns out to have been 
stolen that doesn't count.  Or maybe it does, depending on why you're 
collecting the information.
