I interpreted Voldemort's speaking "quietly" as a calm before the storm. The 
next time he (LV) uses his wand he doesn't say anything witty or wait for 
Harry to raise his wand, he just fires. I think he's really, REALLY angry, 
but in a quiet, menacing, spooky sort of way.

This would give another reason (along with shock at Harry's ability to 
withstand Imperius) for the DEs to not be laughing anymore. Think about it:
There's Harry standing dazed while he's fighting the curse. Your master is 
winning, all is right with the world. Then, the kid breaks out of it and LV 
says quietly, "You won't?" All I can imagine is another shiver going through 
the circle of Death Eaters.
