Not all people that have unfinished business or die wrongful deaths 
come back as ghosts.  Think of James and Lily.  No, I think Cedric 
has outlived his usefulness to the plot, although I bet we'll see 
Harry spend more time thinking about him.

I think that an "and then he woke up" ending would be the single most 
disappointing ending that Rowling could write.  I would retch. Cry. 
Get a most painful headache.
