Ron and the Trouble with Veela

Didn't Arthur resist the Veela at the World Cup by covering his ears 
during their songs? I vaguely remember him telling Ron and Harry to 
cover their ears [sorry, no books here at work, so I can't check]. 
If so, that could explain how Arthur (and everybody else in the 
stadium) were able to resist the Veela on that night. 

Whereas, the effects of Fleur's Veelishness can be explained by 
Harry's superior strength of will, as others have said here. Or 
perhaps, because she's only half-Veela, she doesn't have the 
strength to effect large groups of people and instead focuses on one 
target. I don't remember any instance in canon where Fleur effects 
(in that way) more than one person at a time? Is there?
