We know that there are also magical/muggle mixed marriages. Some of 
these families would most likely live in muggle areas, and it would 
stand to reason that the magical spouse would receive owls. Harry 
may find out that a Hogwarts student is actually a neighbor as well. 
The owl business seems exactly like the kind of subtle forshadowing 
the JKR is so fond of.
