Which raises the question of how "Harry Potter" was able to 
authorize a withdrawal of funds from Sirius Black's vault.  I' mean, 
there must be some sort of checking of ownership, otherwise what's 
to stop an unscrupulous person of sending a letter with a made-up 
name and a random vault number and using other people's money to buy 
stuff for themselves?

Maybe when Sirius became Harry's godfather, he set up a joint 
account for the two of them? That might also explain why the money 
didn't get seized when Sirius was arrested.
