Mundungus Fletcher

We all know that Dumblydore sends Sirius to go round up the gang which 
consists of Mundungus Fletcher, Arabella Figg, and Lupin. 

I haven't read CoS in a while and I ran by his name. He had been raided by 
the Misuse of Muggle Artifacts department of the MoM. Has this been discussed 
before.

What do you think it means?
