Most of these names have Latin origins, which I think is intended to 
emphasize the long-lived and old-fashioned nature of the Wizarding World. (I 
am pretty sure JKR made up "Mundungus," and "Seamus" is a Gaelic name 
transliterated into English; I think it's the Gaelic for "James.")

Also, of course, the names are sometimes outrageous puns or clues, such as 
Sirius (Dog Star) Black, Argus (the many-eyed) Filch, Remus (nursed by 
wolves) Lupin. And Lucius reminds me of Lucifer ...
