You are asuming a lot when you say that Hermione's parents can visit 
Diagon Alley to get a present for their daughter when she's off to 
school. Canon says that muggles cannot find the entrance to the tavern, 
that all they see is the buildings at either side. It is obvious that 
athey can enter the place if in company of a wizard, but a pair of 
muggles by themselves won't be able to find the place. Thus, since what 
Hermione wants is a magical pet -or some other form of magical present- 
they *have* to give her the money to buy it. And, besides, Hermione is 
the most knowledgable in wizarding matters in the family, it is 
perfectly reasonable that it is she the one that buys the present 
anyway.
