Well, yes, of course it fit the plot.  The whole point of my post,
however, was to come up with a justified reason from the book's point
of view, rather than the reader's.  A canon-justified explanation
rather than an it-had-to-happen-that-way-or-the-book-would-be-boring/
it-was-a-plot-hole/ just-'cause  justification.  Sure, maybe
apparating is extremely difficult and therefore wizards don't use it
much.  Give me canon and I'll listen.  :)  Thus far, all I've heard
is, "You have to take a test to do it" and "It can be dangerous". 
Same with driving a car, and I still get caught in rush hour traffic
on a daily basis.
